Report on accreditation of three higher education courses of study offered by Holmes Institute Pty Ltd

On 21 May 2019, a delegate of TEQSA:

• accredited, under section 49 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the following courses offered by Holmes Institute Pty Ltd, for a period of four years until 21 May 2023:
  • Master of Information Systems
  • Graduate Diploma of Information Systems
  • Graduate Certificate in Information Systems
• imposed under section 53 of the TEQSA Act, five conditions on the accreditation of the courses.

Condition 1: Review of Course Design and Assessment

1.1 Holmes will engage at its own expense, a suitably qualified independent expert/s (with the agreement of TEQSA as to the identity and terms of reference of the expert/s, in which agreement is not to be unreasonably withheld) to review and produce recommendations to Holmes (Independent Course Review) in relation to the following matters:

1. Revise the assessment tasks and learning outcomes in all units to ensure that:
   
   1. the specified learning outcomes are capable of being achieved by each student within the scope of the unit,
   2. the mapping of course level learning outcomes demonstrates alignment of the outcomes with assessments,
   3. the methods of assessment are consistent with the learning outcomes being assessed, and are able to meaningfully assess student performance against all the unit learning outcomes, including the group assessment items.

1.2 The independent expert/s will:

1. be suitably qualified to undertake the Independent Course Review
2. not be a past or present member of Holmes' staff
3. not have been engaged as a consultant to Holmes, and
4. not have any conflict of interest.

1.3 The outcomes of the Independent Course Review are to be reported to Holmes' Academic Board, Board of Directors and TEQSA no later than 21 November 2019.

1.4 Holmes is to prepare an implementation plan for each of the recommendations in the expert reports, approved by the Academic Board and the Board of Directors, to be provided to TEQSA no later than 20 December 2019.

1.5 Holmes is to report to TEQSA on the implementation of the outcomes of the Independent Course Review by:

1. 15 January 2020
2. Such further dates as TEQSA may require after the Independent Course Review is undertaken.

Condition 2: Staffing

2.1. Prior to the commencement of delivery of the courses, Holmes is to provide TEQSA with copies of staff curriculum vitae demonstrating that it has appointed:

1. a suitable senior academic leader with requisite disciplinary qualifications and experience
2. appropriately qualified and experienced academic teaching staff for the delivery of the Information Systems courses at all delivery sites that includes details of their disciplinary specialism.

The response to this condition should also indicate full time and part time status and teaching location of each staff member.

Condition 3: Offshore delivery

3.1 Holmes must notify TEQSA of its intention to deliver the course/s offshore at least three (3) months prior to delivery.

Condition 4: Information to students

Holmes must provide to TEQSA evidence of accurate and relevant marketing material that clearly sets out the units across all courses, including information about whether or not the courses are accredited by appropriate professional bodies.

Condition 5

Holmes must not deliver the courses of study unless TEQSA confirms, in writing, that Conditions 1, 2 and 4 are all met.

Main reasons for the decision

TEQSA made the decision in light of risks that the course submitted by Holmes Institute College Pty Limited may not meet, or continue to meet, the following provisions of the Higher Education Standards Framework (Threshold Standards) 2015:

1. Section 1.4 of Part A, in relation to learning outcomes and assessment
2. Section 3.1 of Part A, in relation to course design
3. Section 3.2 of Part A, in relation to staffing, and
4. Section 7.1 of Part A, in relation to representation.

TEQSA's assessment considered Holmes Institute Pty Limited's arrangements for all deliver sites.

On 26 June 2019, a delegate of TEQSA:

• accredited, under section 49 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the following course offered by S P Jain School of Global management Pty Ltd, for a period of seven years until 26 June 2026:
  • Master of Artificial Intelligence in Business
• imposed, under section 53 of the TEQSA Act, three conditions on the accreditation of the Master of artificial Intelligence in Business:

Prior to marketing or enrolment of students, SP Jain School of Global Management Pty Ltd provide to TEQSA:

Condition 1

1. Report of a review of the course addressing the concerns raised by the TEQSA Expert relating to the course content and learning activities in the relevant academic disciplines. The report must demonstrate the review considered the use of benchmarking of appropriate comparator courses to inform the course design specifications and expected learning outcomes consistent with the field of education.
2. Copies of revised course documentation, including unit outlines and a list of any improvements made.
3. Copies of meeting minutes of the relevant governance committee demonstrating consideration of the review report and approval of any actions taken or improvements made.

Condition 2

1. Copies of revised course information for prospective students which includes adequate details of the course and units of study, prerequisites and assumed knowledge to enable informed decisions about the Master of Artificial Intelligence in Business.

Condition 3

1. Evidence of student access to facilities and resources including laboratories, software and analytical platforms relating to the learning outcomes.

Main reasons for the decision

TEQSA made these decisions in light of risks that the course submitted by S P Jain School of Global Management Pty Ltd may not meet, or continue to meet, the following provisions of the Higher Education Standards Framework (Threshold Standards) 2015:

• Section 1.3 of Part A, in relation to orientation and monitoring progression
• Section 1.4 of Part A, in relation to learning outcomes and assessment
• Section 3.1 of Part A, in relation to the course design, content and learning activities
• Section 3.3 of Part A, in relation to learning resources and educational support.
• Section 7.2 of Part A in relation to information for prospective and current students

Withdrawal of registration

Report on application to withdraw registration by the John Paul II Institute for Marriage and Family

TEQSA has determined, under section 43 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), to grant the application from the John Paul II Institute for Marriage and Family to withdraw its registration as a Higher Education Provider, with effect from 30 June 2019.

Main reasons for the decision

The reason for the withdrawal is the closure of the Institute. The Institute's Governing Council, mindful of projected trends in sustainability, decided that the Institute would cease operating on 31 December 2018.

TEQSA is satisfied the Institute has ensured appropriate teach out arrangements prior to the Melbourne campus closing. Students were appropriately notified and supported by the Institute to either complete their courses or transfer into equivalent courses at another higher education provider or students had resolved not to complete an award. All students eligible to complete higher education awards have graduated from the Institute.

In addition, TEQSA is satisfied there are appropriate arrangements for the retention of student records and replacement certification, which will be managed by the Catholic Theological College who can be contacted via:

On 27 June 2019, a delegate of TEQSA renewed, under section 56 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the accreditation of the following courses offered by Kaplan Business School Pty Ltd, for a period of seven years until 27 June 2026:

Main reasons for the decision
