    Report on renewal of accreditation of three higher education courses of study offered by Christian Heritage College

    A delegate of TEQSA has renewed the accreditation, under section 56 of the Tertiary Education Quality and Standards Act 2011 (the TEQSA Act), of the following higher education courses of study offered by Christian Heritage College for a period of seven years until 23 June 2024:

    • Master of Counselling
    • Bachelor of Counselling [formerly known as Bachelor of Social Science (Counselling)]
    • Diploma of Social Science

    TEQSA has, under subsection 53(1) of the TEQSA Act, imposed one condition on the accreditation of the Master of Counselling and the Bachelor of Counselling [formerly known as Bachelor of Social Science (Counselling)]. Christian Heritage College must:

    Condition 1:

    By 30 November 2017 Christian Heritage College is required to:

    a) engage an independent, external academic expert to review the aims, rationale, design, content, reading lists and assessment for both courses, required to successfully differentiate the courses at AQF levels 7 and 9 (PCAS 1.1, 1.2, 1.3, 1.6).

    b) provide a report, approved by its Academic Board, documenting changes made to each subject in the Bachelor Counselling [formerly known as Bachelor of Social Science (Counselling)] and the Master of Counselling on the basis of the external expert's recommendations. The report is to include revised course learning outcomes, course outlines and assessment aligning with the appropriate AQF level (PCAS 1.1, 6.1, 5.1).

    The course accreditation covers delivery at all Australian sites.

    Main Reasons for the Decision

    TEQSA considers that the decision to apply a condition to Christian Heritage College's application for accreditation of two courses of study is consistent with the basic principles for regulation in Part 2 of the TEQSA Act, as Christian Heritage College is at risk of not complying with a number of the Threshold Standards. TEQSA considers that the risks of non-compliance with the Threshold Standards involve a number of matters that may affect Christian Heritage College capacity to manage and deliver these higher education awards.

    • The broad issues which relate to the Bachelor Counselling [formerly known as Bachelor of Social Science (Counselling)] and the Master of Counselling include:

      a) PCAS 1, 5 and 6 in relation to ensuring sufficient differentiation between the courses as per the AQF requirements.

    Report on renewal of registration of the Melbourne Institute of Business and Technology Pty Ltd

    TEQSA has renewed the registration as a higher education provider, under Section 36(1) of the TEQSA Act, of the Melbourne Institute of Business and Technology Pty Ltd, trading as Deakin College, for a period of four years to 16 February 2021 in the provider category of 'higher education provider'.

    TEQSA has, under subsection 32(1) of the TEQSA Act, imposed two conditions on the registration of the Melbourne Institute of Business and Technology, trading as Deakin College:

    Condition 1

    By 30 June 2017, and by 31 March each year thereafter, Deakin College must provide a report on the previous academic year, demonstrating that the corporate governing body continues to exercise its responsibility to improve student performance throughout the period of registration.

    a) The report should outline the board's responses and actions arising from its review of student performance. This should include, but not be limited to, review across student cohorts, supported by the evaluation of student support strategies, as informed by the recommendations of the academic governing body.

    b) The report should be accompanied by an action plan, with an implementation timeline and measurable targets, through which year on year improvement to student performance is demonstrated across attrition, progress and completions.

    Condition 2

    By 30 June 2017, and by 31 March each year thereafter, Deakin College must provide a report on its academic workforce plan approved by the corporate governing body, in order to demonstrate its continued responsibility for ensuring an appropriately resourced academic workforce.

    a) The report should include the response and actions arising from the corporate governing body's review of the academic workforce, including confirmation of the next year's academic resourcing allocation, as informed by the recommendations of the academic governing body.

    b) The report should include, but not be limited to, the number of academic leaders (expressed as FTE) across all fields, resourcing for academic support outside of timetabled classes (expressed as FTE), student to staff ratio and mixture of academic staffing (expressed as ongoing / casual) for the previous year.

    c) The report should demonstrate academic resourcing is appropriate to the pathway context, which requires a higher level of resourcing to ensure the varying needs of students are supported through the continuity and availability of academic and support staff.

    Main Reasons for Decision

    As part of the renewal of registration process, TEQSA has assessed the application against the Threshold Standards. The scope of the assessment included all its Australian sites and sites in Indonesia. TEQSA considers that the decision to apply conditions to the registration of the Melbourne Institute of Business and Technology Pty Ltd, trading as Deakin College, is consistent with the basic principles for regulation in Part 2 of the TEQSA Act, as the provider is at risk of not complying with a number of the Threshold Standards.

    TEQSA has renewed the registration as a higher education provider, under Section 36(1) of the TEQSA Act, of The University of Melbourne for a period of seven years to 22 June 2024 in the provider category of 'Australian University'.

    Main reasons for decision

    TEQSA has assessed the application submitted by The University of Melbourne against the Threshold Standards. The scope of the assessment included all of its Australian sites.

    The University of Melbourne has demonstrated to TEQSA that it continues to meet the Threshold Standards.

    1. TEQSA notes the high standard of recording keeping, in the form of policies and comprehensive minutes and associated documents. These documents provide a detailed account of decision making and implementation and demonstrate the effective manner in which the University of Melbourne Executive assures itself that it receives appropriate advice, and that its delegations are actioned.
    2. TEQSA acknowledges the commitment of The University of Melbourne to increasing engagement of Indigenous students in higher education, and notes that demonstration to this commitment is evidenced through several initiatives documented in the minutes of the Academic Board and its Committees.
    3. The commitment to including the student voice in a culture of continuous improvement is also noted. The inclusion of changes to policy in the University-wide register of complaints demonstrates the willingness of the University of provide institutional response to issues identified through the complaints and grievance procedures.
    4. TEQSA notes the University's robust commitment to academic and research integrity and commends the resolution to appoint local 'Academic Integrity Champions' to further educate students within their Faculty and Schools about academic integrity.

    By 31 October 2017 Photography Holdings Pty Ltd to provide a report of a review of the admissions criteria, course structure and volume of learning of the Bachelor of Photography (articulation pathway), as approved by the Academic Board and Governing Council. The review of the pathway must include external benchmarking with comparable articulation programs and include PSC's analysis of data on the performance of student cohorts by entry pathway, to ensure that all students at the point of admission have adequate prior knowledge and skills to undertake the course of study successfully and achieve the learning outcomes.
