Report on application to withdraw registration by The Australasian College of Dermatologists

TEQSA has determined, under section 43 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), to grant the application from The Australasian College of Dermatologists to withdraw its registration as an Institute of Higher Education, with effect from 28 April 2025.

TEQSA made this decision on the basis that it was satisfied that it is appropriate to allow the registration to be withdrawn.

Renewal of CRICOS registration

Report on renewal of CRICOS registration of Australian College of Christian Studies (formerly Tabor College (NSW) Ltd)

On 17 December 2024, TEQSA renewed, under section 10E of the Education Services for Overseas Students Act 2000 (ESOS Act), the CRICOS registration of Australian College of Christian Studies (formerly Tabor College (NSW) Ltd) (ACCS) for a period of 7 years until
17 December 2031.

Main reasons for the decision

TEQSA made this decision on the basis that it was satisfied that ACCS complies and will comply with the requirements of the ESOS Act and the National Code of Practice for Providers of Education and Training 2018 (National Code).

Renewal of registration

Report on renewal of registration of Higher Education Leadership Institute Pty Ltd

On 11 December 2024, TEQSA:

• renewed, under section 36 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the registration of Higher Education Leadership Institute Pty Ltd as an Institute of Higher Education, for a period of seven years until 17 December 2031.
• revoked, under section 32 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), Condition 2 imposed on the registration of Higher Education Leadership institute Pty Ltd (HELI).
• imposed, under section 32 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), a new condition on the registration of Higher Education Leadership institute Pty Ltd (HELI) as follows:

Condition 1:

1. By 1 February 2025, HELI must engage a suitably qualified independent expert or experts to undertake a review the effectiveness of HELI's oversight and management of risks to its higher education operations. The reviewer/s should have particular regard to the effectiveness of:
   
   1. the governing board's oversight of, and processes for monitoring performance and managing risk; and
   2. HELI's organisational management, delegated decision making and academic administrative processes.
   3. The application of HELI's Risk Management Framework, including the integration of risk appetite and tolerance in HELI's approach.

      The reviewer/s and the scope of review must be approved by TEQSA, and the review, in addressing the above, must consider, but is not limited to, the concerns outlined in the Summary of Concerns relating to the effectiveness of HELI's risk management.

2. By 1 October 2025, HELI must provide TEQSA with:
   
   1. A copy of the completed expert review.
   2. Evidence that HELI's governing body has considered the review; including any action plans to address or implement recommendations from the review.
   3. Evidence of progress towards implementing any agreed actions arising from the review.
3. By 1 October 2026, HELI must provide TEQSA with:
   
   1. Evidence that HELI's governing body has reviewed the implementation of any actions arising from the comprehensive review, and the effectiveness of these actions in addressing any identified issues.
   2. Evidence that HELI's governing body has used the review of the effectiveness of their actions to embed continuous improvements into their routine corporate and academic governance processes.

TEQSA made these decisions in light of risks that HELI may not meet, or continue to meet, the following provisions of the Higher Education Standards Framework (Threshold Standards) 2021:

On 18 December 2024, TEQSA, under section 10B of the Education Services for Overseas Students Act 2000 (ESOS Act), varied one condition on the CRICOS registration of Lyons Education Group Pty Ltd (Lyons):

The maximum number of higher education overseas students that Lyons may provide a course to at Level 4, 303 Collins Street, Melbourne VIC 3000 does not exceed the following limits:

1. the maximum number of overseas students is 1050, and
2. the maximum number of higher education overseas students must not exceed 400 of the 1050.

Main reasons for the decision

TEQSA made this decision in light of the risk identified with the effectiveness of Lyons to manage the risks associated with the recruitment of overseas students. In particular the risk that Lyons may not continue to meet, the requirements of Standards 2 and 4 of the National Code of Practice for Providers of Education and Training to Overseas Students 2018.
