Report on accreditation of two higher education courses of study offered by TAFE SA

On 12 October 2018, a delegate of TEQSA accredited, under section 49 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the following courses offered by TAFE SA, for a period of seven years until 12 October 2025:

• Bachelor of Tourism, Hospitality and Events Management
• Diploma of Tourism, Hospitality and Events Management.

Main reasons for the decision

TEQSA made this decision on the basis that it was satisfied that the courses submitted by TAFE SA for accreditation meets the Provider Course Accreditation Standards of the Higher Education Standards Framework (Threshold Standards) 2015.

TEQSA's assessment considered TAFE SA's arrangements for delivery at all Australian sites.

• Diploma of Digital and Social Media Marketing.

Main reasons for the decision

TEQSA made this decision on the basis that it was satisfied that the course submitted by Macleay College Pty Ltd for accreditation meets the Provider Course Accreditation Standards of the Higher Education Standards Framework (Threshold Standards) 2015.

TEQSA's assessment considered Macleay College Pty Ltd's arrangements for delivery at all Australian sites.

Renewal of registration

Report on renewal of registration of Central Queensland University

On 11 October 2018, TEQSA renewed, under section 36 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the registration of Central Queensland University in the category of Australian University, for a period of seven years until 11 October 2025.

Main reasons for the decision

TEQSA made this decision on the basis that it was satisfied that Central Queensland University continues to meet the Provider Registration and Course Accreditation Standards of the Higher Education Standards Framework (Threshold Standards) 2015.

TEQSA's assessment considered Central Queensland University's arrangements for delivery at all Australian sites.

Course accreditation

Report on accreditation of one higher education course of study offered by Eastern College Australia Incorporated

On 12 October 2018, a delegate of TEQSA:

• accredited, under section 49 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the following course offered by Eastern College Australia Incorporated, for a period of seven years until 12 October 2025:
  • Bachelor of Applied Social Science
• imposed, under section 53 of the TEQSA Act, three conditions on the accreditation of the Bachelor of Applied Social Science.

Condition 1: Learning Outcomes and Assessment and Course Design

ECA must not commence delivery of the Bachelor of Applied Social Science until TEQSA notifies the provider that TEQSA is satisfied that:

1. the expected learning outcomes for the course have been informed by national and international comparators
2. the teaching and learning activities are arranged to foster progressive and coherent achievement of expected learning outcomes
3. the assessments within units of study have been scheduled to enable ECA to provide students with timely feedback that assists in their achievement of the learning outcomes.

Condition 2: Learning Environment

ECA must not commence delivery of the Bachelor of Applied Social Science until TEQSA notifies the provider that TEQSA is satisfied that:

1. the specialist teaching facilities for the counselling stream will provide students with the opportunity for counselling skills observation beyond standard classrooms

Condition 3: Tuition Assurance

At least one month prior to commencing delivery of the Bachelor of Applied Social Science, ECA must provide TEQSA with evidence that it has tuition and financial safeguards to mitigate disadvantage to students who are unable to progress in a course of study due to unexpected changes to the higher education provider's operations. This evidence must include:

1. the mechanism by which ECA will facilitate students to transfer to a comparable course of study, with full credit or (where this is not possible) with an explanation of why particular units are so specialised in nature that full credit is not possible; and
2. either:
1. the mechanism by which ECA will ensure that it has the capacity to provide refunds for any amounts paid by students in respect of units that the students have not completed; or
2. evidence that ECA has a "tuition fees in arrears" arrangement in place.

Main reasons for the decision

TEQSA made these decisions in light of risks that the course submitted by Eastern College Australia Incorporated may not meet, or continue to meet, the following provisions of the Higher Education Standards Framework (Threshold Standards) 2015:

1. Section 1.4 of Part A, in relation to learning outcomes and assessment
2. Section 3.1 of Part A, in relation to course design
3. Section 2.1 of Part A, in relation to learning environment
4. Section 6.2 of Part A, in relation to corporate monitoring and accountability

TEQSA's assessment considered Eastern College Australia's arrangements for delivery at all Australian sites.

Revocation of accreditation condition

Report on the revocation of a condition imposed on accreditation of one higher education course of study offered by Australian Institute of Business and Management Pty Ltd

On 15 August 2018 a delegate of TEQSA revoked, under section 53 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), Condition 1 imposed on the accreditation of the following course offered by Australian Institute of Business and Management Pty Ltd (refer public report of 4 May 2018):

• Bachelor of Information Technology

TEQSA made this decision on the basis that it was satisfied that the condition has been met.

Revocation of accreditation conditions

Report on revocation of conditions imposed on accreditation of one higher education course of study offered by International Institute of Business and Technology (Australia) Pty Ltd

On 8 November 2018, a delegate of TEQSA revoked, under section 53 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), Condition 1 and 2 imposed on the accreditation of the Diploma of Business Administration offered by International Institute of Business and Technology (Australia) Pty Ltd (refer public report of 20 July 2016).

Main reasons for the decision

TEQSA made this decision on the basis that it was satisfied that the conditions are no longer necessary.

Revocation of accreditation condition

Report on revocation of condition imposed on accreditation of one higher education course of study offered by International Institute of Business and Technology (Australia) Pty Ltd

On 11 September 2015, a delegate of TEQSA revoked, under section 53 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), Condition 3 imposed on the accreditation of the Diploma of Business Administration offered by International Institute of Business and Technology (Australia) Pty Ltd.

Main reasons for the decision

TEQSA made this decision on the basis that it was satisfied that the condition was met.

Cancellation of registration

Report on cancellation of registration of ParaPharm Pty Ltd

On 14 November 2018, TEQSA cancelled, under section 101 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the registration of ParaPharm Pty Ltd with immediate effect.

Main reasons for the decision

TEQSA considers that the decision to cancel the registration is consistent with the basic principles of regulation in Part 2 of the TEQSA Act.

On 3 October 2018, Robyn Erskine & Adrian Hunter of Brooke Bird were appointed joint and several administrators of ParaPharm Pty Ltd.

TEQSA considers that ParaPharm Pty Ltd has failed to meet the following provisions of the Higher Education Standards Framework (Threshold Standards) 2015:

1. Paragraph 6.2.1c of Part A, in relation to Parapharm's financial viability and sustainability
2. Standard B1.1.1, in relation to Parapharm's failure to offer at least one accredited course of study.

TEQSA also considers that ParaPharm Pty Ltd has, for the purposes of paragraph 98(b) of the TEQSA Act, failed to comply with the condition imposed on its registration under section 25 of the TEQSA Act that it must offer at least one accredited course.
