    Report on accreditation of two higher education courses of study offered by Chisholm Institute

    A delegate of TEQSA has accredited, under section 49 of the Tertiary Education Quality and Standards Agency Act 2011 (the TEQSA Act), the following higher education courses of study offered by Chisholm Institute for a period of four years until 28 June 2021:

    • Graduate Certificate in Family Violence
    • Graduate Diploma in Alcohol and Other Drug Addiction Counselling

    Main reasons for decision

    TEQSA has determined that the two higher education courses of study submitted by Chisholm Institute for accreditation comply with the Provider Course Accreditation Standards and arrangements for delivery at all Australian sites.

    TEQSA considers that the decision to accredit the course of study for a period of four years is consistent with the basic principles for regulation in Part 2 of the TEQSA Act. The shortened accreditation period provides an appropriate timeframe for TEQSA to review the course to ensure on-going compliance with the Threshold Standards, given that this will be the first AQF level 8 course delivered by Chisholm Institute, and risks identified in relation to:

    a) PCAS 5.5 in relation to the benchmarking of academic standards and academic performance; and

    b) PCAS 5.6 in relation to ensuring appropriate course progression and completion.

    A delegate of TEQSA has renewed the accreditation, under section 56 of the Tertiary Education Quality and Standards Act 2011 (the TEQSA Act), of the following higher education courses of study offered by Melbourne Institute of Business and Technology Pty Ltd (T/a Deakin College) for a period of seven years until 20 June 2024:

    • Diploma of Health Sciences
    • Diploma of Media and Communication

    TEQSA has, under subsection 53(1) of the TEQSA Act, imposed one condition on the accreditation of the above courses of study.

    Condition 1:

    By 31 March 2018 Deakin College must provide evidence of a report to the Academic Board of Studies reviewing the quality assurance arrangements for assessment, including moderation procedures for course delivery at multiple onshore and offshore locations. The report must include outcomes of the moderation process for each course and recommendations for improvement to the delivery of the Diploma of Health Science and the Diploma of Media and Communication, including internal reporting to governance committees.

    The course accreditation covers delivery at all Australian sites.

    Main Reasons for the Decision

    TEQSA considers that the decision to apply conditions to Deakin College's application for accreditation of two courses of study is consistent with the basic principles for regulation in Part 2 of the TEQSA Act, as Deakin College is at risk of not complying with a number of the Threshold Standards. TEQSA considers that the risks of non-compliance with the Threshold Standards involve a number of matters that may affect Deakin College's capacity to manage and deliver its higher education awards.

    The broad issues which relate to the two courses of study include:

    • PCAS 5 in relation to course management and assessment moderation
