Report on renewal of accreditation of two higher education courses of study offered by Queensland Institute of Business and Technology

TEQSA has determined, under Section 56 of the Tertiary Education Quality and Standards Agency Act 2011 (the TEQSA Act), to renew accreditation of the following higher education courses of study offered by Queensland Institute of Business and Technology for a period of seven years until 22 November 2020:

• Diploma of Commerce
• Diploma of Information Technology

Background to Decision

Queensland Institute of Business and Technology submitted an application for renewal of accreditation of two courses of study under Part 4 of the TEQSA Act. Subsection 45(4) of the TEQSA Act requires a registered higher education provider who is not authorised to self-accredit the course of study to apply to TEQSA for accreditation. Subsection 56(4) enables TEQSA to renew accreditation of a course of study for a period not exceeding seven years.

Main Reasons for the Decision

TEQSA has determined that the two higher education courses of study submitted by Queensland Institute of Business and Technology for accreditation comply with the Provider Course Accreditation Standards. The course accreditation covers delivery at all Australian sites.

Report on accreditation of two higher education courses of study offered by Kaplan Business School Pty Limited

TEQSA has determined, under section 49 of the Tertiary Education Quality and Standards Agency Act 2011 (the TEQSA Act), to grant accreditation of the following higher education courses of study offered by Kaplan Business School Pty Limited for a period of seven years until 4 March 2022:

• Diploma of Business
• Associate Degree of Business

Background to Decision

Kaplan Business School Pty Limited submitted an application for accreditation of two courses of study under Part 4 of the TEQSA Act. Subsection 45(4) of the TEQSA Act requires a registered higher education provider who is not authorised to self-accredit the course of study to apply to TEQSA for accreditation. Subsection 49(6) enables TEQSA to grant accreditation of a course of study for a period not exceeding seven years.

Main Reasons for the Decision

TEQSA has determined that the two higher education courses of study submitted by Kaplan Business School Pty Limited for accreditation comply with the Provider Course Accreditation Standards. The course accreditation covers delivery at all Australian sites.

Revoke/Vary Conditions

Report on revoking of two conditions and varying one condition of accreditation of three higher education courses of study offered by Excelsia College

On 19 December 2016 a delegate of TEQSA revoked, under Section 53(2) of the TEQSA Act, Conditions 1 and 2 imposed on the accreditation on 20 July 2016 of the following three courses:

• Master of Business Administration
• Graduate Diploma of Business Administration
• Graduate Certificate in Business Administration

The decision to revoke the condition was made on the basis that the delegate was satisfied that the conditions had been met.

On 19 December 2016 a delegate of TEQSA varied, under section 53(2) of the TEQSA Act, Condition 3 imposed on the accreditation on 20 July 2016 of the three courses as follows:

Condition 3:

Prior to enrolment of students, Excelsia College must provide evidence of:

• academic leadership, teaching staff qualifications, and current scholarship in the business field of education
• minutes of the relevant academic governance committee that demonstrate consideration and approval of any changes to the staffing arrangements for discipline leaders and principal researcher in the management field of education.

TEQSA has determined that the higher education course of study submitted by Technical and Further Education Commission trading as TAFE NSW Higher Education for accreditation comply with the Provider Course Accreditation Standards and arrangements for delivery at all Australian sites.

Report on accreditation of two higher education courses of study offered by William Angliss Institute

A delegate of TEQSA has accredited, under section 49 of the Tertiary Education Quality and Standards Agency Act 2011 (the TEQSA Act), the following higher education courses of study offered by William Angliss Institute for a period of seven years until 30 November 2023:

• Master of Philosophy (Major Thesis)
• Master of Philosophy (Praxis and Exegesis)

TEQSA has, under subsection 53(1) of the TEQSA Act, imposed one condition on the accreditation of the above courses of study.

That within 120 days William Angliss Institute revises the courses to guarantee the development of basic research awareness, skills and knowledge and ensure the inclusion of relevant theoretical frameworks and research findings.

The course accreditation covers delivery at all Australian sites.

Main reasons for decision

TEQSA considers that the decision to apply a condition to William Angliss Institute's application for accreditation of two courses of study is consistent with the basic principles for regulation in Part 2 of the TEQSA Act, as William Angliss Institute is at risk of not complying with a number of the Threshold Standards. TEQSA considers that the risks of non-compliance with the Threshold Standards involve a number of matters that may affect William Angliss Institute's capacity to manage and deliver its higher education awards.

• The broad issue which relates to the Master of Philosophy (Major Thesis) and the Master of Philosophy (Praxis and Exegesis) is the lack of a formal structure for embedding theoretical frameworks and research skills into the courses which raises risks of non-compliance with PCAS 1.3 and 1.7

TEQSA has determined, under section 21(1) of the Tertiary Education Quality and Standards Agency Act 2011 (the TEQSA Act), that registration of ISN Psychology Pty Ltd as a higher education provider be granted for a period of seven years to 1 February 2024 in the provider category of 'Higher Education Provider'.

TEQSA has accredited, under section 49 of the TEQSA Act, the following higher education courses of study offered by ISN Psychology Pty Ltd for a period of seven years until 1 February 2024:

• Master of Psychology (Clinical)
• Bachelor of Psychology (Honours)
• Bachelor of Psychological Science (Honours)
• Bachelor of Psychological Science

TEQSA has, under subsection 53(1) of the TEQSA Act, imposed a condition on the accreditation of the following three courses of study:

• Master of Psychology (Clinical)
• Bachelor of Psychology (Honours)
• Bachelor of Psychological Science (Honours)

Condition 1: ISN Psychology Pty Ltd must not enrol any students in the Master of Psychology (Clinical), Bachelor of Psychology (Honours) or Bachelor of Psychological Science (Honours) until it has obtained from the Australian Psychology Accreditation Council the accreditation status of 'Conditional Accreditation' for these accredited courses of study.

The course accreditation covers delivery at all Australian sites.

Main Reasons for Decision

As part of the initial registration process, TEQSA has assessed the registration and course accreditation for the Master of Psychology (Clinical), Bachelor of Psychology (Honours), Bachelor of Psychological Science (Honours) and Bachelor of Psychological Science submitted by ISN Psychology Pty Ltd against the Higher Education Standards Framework (Threshold Standards) 2011 for Provider Registration and Course Accreditation.

TEQSA considers that the decision to apply a condition to the application for course accreditation by ISN Psychology Pty Ltd is consistent with the basic principles for regulation in Part 2 of the TEQSA Act, as ISN Psychology Pty Ltd is at risk of not complying with Provider Registration Standard 6.3 and Provider Course Accreditation Standard 2.4 of the Higher Education Standards Framework (Threshold Standards) 2011, which requires the disclosure to prospective and current students of accurate and current information about the accredited courses of study.

The purpose of the courses is to provide students with a grounding in the study of psychology, with a pathway, through the Master of Psychology (Clinical), to registration as a psychologist. However, if the course does not obtain accreditation from the Australian Psychology Accreditation Council prior to the enrolment of students, there is a substantial risk that students would enrol in the course without being aware that their purpose of enrolment is not capable of being achieved. Accordingly, to address the risk that the courses may not meet the requirements of the Higher Education Standards Framework (Threshold Standards) 2011, TEQSA considers it necessary to impose this condition on the accreditation of the three courses of study.

TEQSA has determined, under section 21(1) of the Tertiary Education Quality and Standards Agency Act 2011 (the TEQSA Act), that registration of ISN Psychology Pty Ltd as a higher education provider be granted for a period of seven years to 1 February 2024 in the provider category of 'Higher Education Provider'.
