    Background to Decision

Subsection 45(4) of the TEQSA Act requires a registered higher education provider who is not authorised to self-accredit the course of study to apply to TEQSA for accreditation. Subsection 56(4) enables TEQSA to renew accreditation of a course of study for a period not exceeding seven years.

    A delegate of TEQSA has accredited, under section 49 of the Tertiary Education Quality and Standards Agency Act 2011 (the TEQSA Act), the following higher education courses of study offered by Excelsia College for a period of seven years until 10 July 2022:

    TEQSA has, under subsection 53(1) of the TEQSA Act, imposed two conditions on the accreditation of the above courses of study. Excelsia College must:

    Condition 1:

    Prior to marketing the courses or enrolling students, provide TEQSA with evidence that students enrolling in the Doctor of Philosophy (Organisational Leadership) on the basis of credit for completion of either the Master of Business (Research) or Graduate Certificate in Organisational Leadership, which each include four AQF level 9 units, will have completed the required three years' minimum study at AQF level 10.

    Condition 2:

    Prior to marketing the courses or enrolling students, provide evidence demonstrating that students will have library access to databases and to reading material specified in course unit outlines, as well as access to a broad range of relevant publications to enable independent research.

    The course accreditation covers delivery at all Australian sites.

    Main reasons for decision

    TEQSA considers that the decision to apply conditions to Excelsia College's application for accreditation of three courses of study is consistent with the basic principles for regulation in Part 2 of the TEQSA Act, as Excelsia College is at risk of not complying with a number of the Threshold Standards. TEQSA considers that the risks of non-compliance with the Threshold Standards involve a number of matters that may affect Excelsia College's capacity to manage and deliver its higher education awards.

    • The broad issues which relate to the courses of study include:

      a) There is a risk that students enrolling in the Doctor of Philosophy (Organisational Leadership) after articulating from either the Master of Business (Research) or Graduate Certificate in Organisational Leadership may not have undertaken a minimum of three years' full time equivalent study at AQF level 10.

      b) Excelsia College has not yet finalised library access to required material as per section two of the Provider Course Accreditation Standards.
