    Main reasons for decision

    TEQSA has assessed the application submitted by The University of Melbourne against the Threshold Standards. The scope of the assessment included all of its Australian sites.

    The University of Melbourne has demonstrated to TEQSA that it continues to meet the Threshold Standards.

    1. TEQSA notes the high standard of recording keeping, in the form of policies and comprehensive minutes and associated documents. These documents provide a detailed account of decision making and implementation and demonstrate the effective manner in which the University of Melbourne Executive assures itself that it receives appropriate advice, and that its delegations are actioned.
    2. TEQSA acknowledges the commitment of The University of Melbourne to increasing engagement of Indigenous students in higher education, and notes that demonstration to this commitment is evidenced through several initiatives documented in the minutes of the Academic Board and its Committees.
    3. The commitment to including the student voice in a culture of continuous improvement is also noted. The inclusion of changes to policy in the University-wide register of complaints demonstrates the willingness of the University of provide institutional response to issues identified through the complaints and grievance procedures.
    4. TEQSA notes the University's robust commitment to academic and research integrity and commends the resolution to appoint local 'Academic Integrity Champions' to further educate students within their Faculty and Schools about academic integrity.

    The renewal date of the courses has been aligned with the date of the renewal of the Individual Bachelors.

    TEQSA has, under subsection 53(1) of the TEQSA Act, imposed one condition on the accreditation of the above course of study. Photography Holdings Pty Ltd must:

    Condition 1:

    By 30 September 2017 Photography Holdings Pty Ltd to provide RPL and credit transfer procedures for the Master of Arts Photography (benchmarked against comparable courses at other providers) that ensure that students admitted to the degree on the basis of RPL have the required level of background skills and knowledge to position them to achieve the course learning outcomes.

    The course accreditation covers delivery at all Australian sites.

    TEQSA considers that the decision to apply conditions to the accreditation of the course of study is consistent with the basic principles for regulation in Part 2 of the TEQSA Act, as the course is at risk of not complying with the Threshold Standards.

    By 31 October 2017 Photography Holdings Pty Ltd to provide a report of a review of the admissions criteria, course structure and volume of learning of the Bachelor of Photography (articulation pathway), as approved by the Academic Board and Governing Council. The review of the pathway must include external benchmarking with comparable articulation programs and include PSC's analysis of data on the performance of student cohorts by entry pathway, to ensure that all students at the point of admission have adequate prior knowledge and skills to undertake the course of study successfully and achieve the learning outcomes.

    The course accreditation covers delivery at all Australian sites.

    TEQSA considers that the decision to apply conditions to the accreditation of the course of study is consistent with the basic principles for regulation in Part 2 of the TEQSA Act, as the course is at risk of not complying with a number of the Threshold Standards.

TEQSA has, under subsection 32(1) of the TEQSA Act, imposed three conditions on the registration of Photography Holdings Pty Ltd as a higher education provider.

    Condition 1:

    PSC to provide evidence by 30 September 2017:

    • of a report to the governing body of an independent governance review
    • minutes of approval and
    • any outcomes and actions arising regarding implementation of changes to the governance arrangements.

    Condition 2:

    PSC to provide evidence by 31 March 2018, and each year of registration, of minutes and reports of PSC's governing body meetings held in the previous year demonstrating implementation of the revised corporate and academic governance arrangements.

    The reports must demonstrate that PSC's governing body has:

    • appropriate monitoring of potential risks and strategies to mitigate risks
    • monitored progress towards performance indicators as identified in a current strategic plan regarding its future directions for higher education.

    Condition 3:

    PSC to provide evidence by 30 November 2017 of the appointment of an Academic Director with appropriate qualifications and experience for academic leadership of PSC's higher education operations and further development of its scholarship activities.
