Report on renewal of registration of Victoria University

TEQSA has determined, under Section 36(1) of the Tertiary Education Quality and Standards Agency Act 2011, that registration of Victoria University as a higher education provider be renewed for a period of seven years to 29 August 2020 in the provider category of 'Australian University'.

Background to Decision

Victoria University submitted an application for renewal of registration in the category of 'Australian University' under Section 35 of the TEQSA Act 2011 (the TEQSA Act). Subsection 36(4) of the TEQSA Act enables TEQSA to renew a provider's registration for a period not exceeding seven years.

Main Reasons for Decision

As part of the renewal of registration process, TEQSA has assessed the application submitted by Victoria University against the Threshold Standards. The scope of the assessment included all its Australian sites and sites in China, Malaysia, India, Kuwait, Vietnam and Singapore.

Victoria University has demonstrated to TEQSA that it continues to meet the Threshold Standards.

Withdrawal of registration

Report on application to withdrawal registration by Carrick Higher Education Pty Ltd

A delegate has determined, under subsection 43(2) of the Tertiary Education Quality and Standards Agency Act 2011 (the TEQSA Act), to grant the application from Carrick Higher Education Pty Ltd to withdraw its registration as a Higher Education Provider, with effect from 30 June 2014.

Background to Decision

Carrick Higher Education Pty Ltd, submitted an application to withdraw its registration as a Higher Education Provider under section 43(1) of the TEQSA Act.

Main Reasons for the Decision

A delegate was satisfied that it is appropriate for the registration of the Carrick Higher Education Pty Ltd to be withdrawn.

Report on renewal of registration of the Leo Cussen Institute

TEQSA has determined, under Section 36(1) of the TEQSA Act, that registration of the Leo Cussen Institute as a higher education provider be renewed for a period of seven years to 13 November 2021 in the provider category of Higher Education Provider.

Background to Decision

The Leo Cussen Institute submitted an application for renewal of registration in the category of Higher Education Provider under Section 35 of the Tertiary Education Quality and Standards Agency Act 2011 (the TEQSA Act). Subsection 36(4) of the TEQSA Act enables TEQSA to renew a provider's registration for a period not exceeding seven years.

As part of the renewal of registration process, TEQSA has assessed the application submitted by the Leo Cussen Institute against the Threshold Standards. The scope of the assessment included all its Australian sites. The Leo Cussen Institute has demonstrated to TEQSA that it continues to meet the Threshold Standards.

Cancellation of registration

Report on cancellation of registration of Australian School of Management Pty Ltd

TEQSA has cancelled the registration of Australian School of Management Pty Ltd (ASM) under section 101 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act) with the decision to take effect on 7 July 2017.

Main Reasons for Decision

In March 2017 TEQSA initiated a compliance assessment of ASM's higher education operations under section 59 of the TEQSA Act.

On 25 May 2017, Mr David McEvoy and Mr Martin Ford of PPB Advisory were appointed joint and several Administrators of Australian School of Management Pty Ltd.

After conducting the compliance assessment, TEQSA considers that the decision to cancel the registration is consistent with the basic principles for regulation in Part 2 of the TEQSA Act, as Australian School of Management Pty Ltd has failed to meet the following Threshold Standards:

• Sections 1.1, 7.1 and 7.2 of Part A, in relation to ASM's admissions policies, requirements and procedures for its higher education courses and the provision of information to current and prospective students in those courses; and
• Paragraph 6.2.1.c of Part A, in relation to ASM's financial viability and sustainability.

TEQSA also considers that ASM has failed to comply with the following conditions imposed on its registration:

• the condition in section 29 of the TEQSA Act that a registered higher education provider notify TEQSA of an event that will significantly affect the provider's ability to meet the Threshold Standards no later than 14 days after the day the provider would reasonably be expected to have become aware of the event;

• the condition in section 31 of the TEQSA Act that a registered higher education provider cooperate with TEQSA to facilitate TEQSA's performance of its functions

TEQSA has renewed the registration as a higher education provider, under Section 36(1) of the TEQSA Act, of Australian School of Management Pty Ltd a period of seven years to 20 July 2023 in the provider category of Higher Education Provider.

Australian School of Management Pty Ltd has demonstrated to TEQSA that it continues to meet the Threshold Standards.

TEQSA has determined, under Section 36(1) of the TEQSA Act, that registration of Murdoch University as a higher education provider be renewed for a period of seven years to 18 July 2020 in the provider category of 'Australian University.'

Murdoch University submitted an application for renewal of registration in the category of 'Australian University' under Section 35 of the Tertiary Education Quality and Standards Agency Act 2011 (the TEQSA Act). Subsection 36(4) of the TEQSA Act enables TEQSA to renew a provider's registration for a period not exceeding seven years.

Main Reasons for Decision

As part of the renewal of registration process, Murdoch University has demonstrated that it meets the Threshold Standards for its higher education operations at its Australian sites and in Singapore, Malaysia and Dubai. The renewal of registration covers operations at these locations.
