On 10 June 2026, TEQSA:

• renewed, under section 36 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the registration of Sicop Education and Technology Pty Ltd as an Institute of Higher Education, for a period of seven years until 9 June 2026
• renewed, under section 10E of the Education Services for Overseas Students Act 2000 (ESOS Act), the CRICOS registration of Sicop Education and Technology Pty Ltd, for a period of seven years to align with the renewal of registration.
• renewed, under section 56 of the TEQSA Act, the accreditation of the Bachelor of Business (Accounting) course offered by Sicop Education and Technology Pty Ltd, for a period of seven years to align with the renewal of registration.
• imposed, under section 32 of the TEQSA Act, one condition on the registration of Sicop Education and Technology Pty Ltd.

Condition 1: Governance oversight of risk

1. By 30 September 2026, Sicop must provide evidence that it has implemented all items detailed in the 'Gateway Business College Assurance Plan';that is included as Appendix 3 to Sicop's letter to TEQSA dated 27 March 2026.
2. By 30 September 2027, Sicop must engage a suitably qualified independent expert or experts to undertake a comprehensive review of the effectiveness of its processes for identifying and managing material risks relating to the recruitment, admission and support of overseas students, and its ability to comply with relevant standards of the Higher Education Standards Framework (Threshold Standards) and the ESOS legislative framework. The expert/s and the terms of reference for the review must be approved by TEQSA's Director of Re-Registration. The review must include an assessment of the effectiveness of Sicop's institutional capabilities to:
   
   1. recruit responsibly and ensure students are appropriately qualified for, and well-informed about, their chosen course of study,
   2. monitor the performance of agents and take prompt corrective action when it identifies misrepresentation or unethical conduct, and
   3. Implement robust and holistic mechanisms for monitoring of student outcomes and performance and the adequacy of its support mechanisms for overseas students
3. By 30 March 2028, Sicop must provide TEQSA with:
   
   1. a copy of the completed review report,
   2. evidence that Sicop's governing body has considered the review; including any action plans to address or implement recommendations from the review, and
   3. evidence of progress towards implementing any agreed actions arising from the review.

Main reasons for the decision

TEQSA made these decisions in light of risks that Sicop Education and Technology Pty Ltd may not meet, or continue to meet, the following provisions of the Higher Education Standards Framework (Threshold Standards) 2021:

1.
