Variation of accreditation condition

Report on the variation of a condition imposed on accreditation of two higher education courses of study offered by Metavision Institute Pty Ltd

On 9 April 2024 a delegate of TEQSA varied, under section 53 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), Condition 2 imposed on the accreditation of the following courses offered by Metavision Institute Pty Ltd (refer public report of 16 December 2020):

• Graduate Diploma of Counselling (Holistic Practice)
• Master of Counselling and Psychotherapy (Holistic Practice)

Condition 2: By 30 September 2024, Metavision must provide TEQSA with a matrix listing the units taught by each staff member (including casual and part-time staff), the relevant qualification(s) or professional experience of the staff member in relation to those units and the scholarly activities (as distinct from professional development activities) undertaken by each staff member in the period 1 July 2023-30 June 2024.

Main reasons for the decision

TEQSA made this decision on the basis that the variation was a necessary update with regard to unaddressed risks upon assessment of previous reporting against this condition.

Renewal of CRICOS registration

Report on renewal of CRICOS registration of Royal Melbourne Institute of Technology

On 9 April 2024, TEQSA renewed, under section 10E of the Education Services for Overseas Students Act 2000 (ESOS Act), the CRICOS registration of Royal Melbourne Institute of Technology (RMIT) for a period of 7 years until 9 April 2031.

Main reasons for the decision

TEQSA made this decision on the basis that it was satisfied that RMIT is complying and will comply with the requirements of the ESOS Act and the National Code of Practice for Providers of Education and Training 2018 (National Code).

Initial CRICOS registration

Report on CRICOS registration of Global Leadership Institute Pty Ltd

On 12 March 2024 TEQSA approved, under section 10 of the Education Services for Overseas Students Act 2000 (ESOS Act), the CRICOS registration of Global Leadership Institute (GLI) for a period of 4 years until 18 July 2028 to align with GLI's TEQSA registration.

As part of this decision, TEQSA imposed the following condition, under section 10(B) of the
ESOS Act:

Condition 1

By 18 July 2025, GLI must engage a suitably qualified independent expert to undertake a review of GLI's first year of delivery to overseas students. The expert and terms of reference for this review must be approved by TEQSA. The review should assess the effectiveness of the implementation of GLI's policies and procedures in ensuring:

• em>responsible recruitment of overseas students
• its education agents act ethically, honestly and in the best interests of overseas students.
• adequate monitoring and support of overseas students

By 18 October 2025, GLI must provide TEQSA evidence of consideration of the review report, and any actions in response to the report, by its relevant governing bodies.

Main reasons for the decision

TEQSA made this decision on the basis that it was satisfied that GLI meets and will continue to meet the requirements of the ESOS Act and the National Code of Practice for Providers of Education and Training 2018 (National Code).

Initial CRICOS registration

Report on initial CRICOS registration of the Imperial Engr Pty Ltd

On 12 April 2024, TEQSA:

• Approved, under section 10 of the Education Services for Overseas Students Act 2000 (ESOS Act), the registration of the Imperial Engr Pty Ltd (IEE) on the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS) for a period of 5 years until 12 April
• Imposed, under section 10B of the ESOS Act, one condition on the CRICOS registration of the Imperial Engr Pty Ltd.

Condition 1:

1. By 12 April 2025, IEE must engage a suitably qualified independent expert to undertake a review of IEE's first year of delivery to overseas students. The expert and terms of reference for this review must be approved by TEQSA. The review should assess the effectiveness of the implementation of IEE's policies and procedures in ensuring:
   1. responsible recruitment of overseas students
   2. its education agents act ethically, honestly and in the best interests of overseas students.

• adequate monitoring and support of overseas students

1. By 12 July 2025, IEE must provide TEQSA evidence of consideration of the review report, and any actions in response to the report, by its relevant governing bodies.

Main reasons for the decision

TEQSA made this decision in light of the risk that the Imperial Engr Pty Ltd may not comply, or continue to comply with, the following objectives of the National Code of Practice for Providers of Education and Training to Overseas Students 2018:

• recruit responsibly by ensuring students are appropriately qualified and sufficiently informed for their chosen course (Standard 2)
• ensure that its education agents act ethically, honestly and in the best interests of overseas students (Standard 4)
• assist overseas students adjust to study and life in Australia (Standard 6)
• safeguard the integrity of Australia's migration laws (Standard 8)
• appropriately manage overseas student enrolment, monitoring and reporting (Standard 9)

Application to withdraw decision

In accordance with section 10B(1)(b) of the ESOS Act, TEQSA may vary or revoke a condition imposed on the registration of a registered provider at any time. TEQSA will consider any application by a provider for variation or revocation of a condition.

Initial CRICOS registration

Report on initial CRICOS registration of the ASTRA GROUP AUSTRALIA Pty Ltd (ASTRA)

On 16 April 2024, TEQSA:

• Approved, under section 10 of the Education Services for Overseas Students Act 2000 (ESOS Act), the application by Astra Group Australia Pty Ltd (Astra) for registration on the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS) for a period of 5 years until 16 April 2029.
• Imposed, under section 10B of the ESOS Act, one condition on the CRICOS registration of Astra Group Australia Pty Ltd (Astra).

ESOS Condition 1 - Admission, Recruitment and Support of Overseas Students

1. By 16 April 2025, Astra must engage a suitably qualified independent expert to undertake a review of Astra's first year of delivery to overseas students. The expert and terms of reference for this review must be approved by TEQSA. The review should assess the effectiveness of the implementation of Astra's policies and procedures in ensuring:

TEQSA made this decision on the basis that it considers it appropriate to permit The Australian Institute of Music Pty Ltd. to teach out the above courses by 31 December 2024.
