Main reasons for the decision

TEQSA made this decision on the basis that it was satisfied that James Cook University continues to meet the applicable Standards of the Higher Education Standards Framework (Threshold Standards) 2021.

Renewal of registration

Report on renewal of registration of Central Queensland University

On 13 May 2026 TEQSA

• renewed, under section 36 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the registration of Central Queensland University as an Australian University, for a period of 7 years until 12 May 2033.

Main reasons for the decision

TEQSA made this decision on the basis that it was satisfied that Central Queensland University continues to meet the applicable Standards of the Higher Education Standards Framework (Threshold Standards) 2021.

Initial ESOS registration

Report on initial ESOS registration of the Higher Education Australia Pty Ltd

On 12 June 2026, TEQSA:

• Approved, under section 10 of the Education Services for Overseas Students Act 2000 (ESOS Act), the registration of the Higher Education Australia Pty Ltd (HEA) on the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS) for a period of 5 years until 11 June 2031.
• Imposed, under section 10B of the ESOS Act, one condition on the ESOS registration of the Higher Education Australia Pty Ltd.

Condition 1:

1. By 30 June 2028, HEA must engage a suitably qualified independent expert to undertake a review of the effectiveness of HEA's processes and practices for delivery to overseas students. The expert and terms of reference for this review must be approved by TEQSA's Director Re-registration and CRICOS Group. The terms of reference for the review must include, but is not limited to, an assessment of the effectiveness of the implementation of HEA's policies and procedures in ensuring:
   
   1. responsible recruitment of overseas students
   2. its education agents act ethically, honestly and in the best interests of overseas students
   3. adequate monitoring of academic progress and support of overseas students.
2. By 30 October 2028, HEA must provide TEQSA with the independent expert review report and evidence of HEA's consideration of the report, and any actions taken in response to the report, but its governing body.

Main reasons for the decision

TEQSA made this decision in light of the risk that the Higher Education Australia Pty Ltd may not comply, or continue to comply with, the following objectives of the National Code of Practice for Providers of Education and Training to Overseas Students 2018:

• recruit responsibly by ensuring students are appropriately qualified and sufficiently informed for their chosen course (Standard 2)
• ensure that its education agents act ethically, honestly and in the best interests of overseas students (Standard 4)
• assist overseas students adjust to study and life in Australia (Standard 6)
• safeguard the integrity of Australia's migration laws (Standard 8)
• appropriately manage overseas student enrolment, monitoring and reporting (Standard 9)

Application to withdraw decision

In accordance with section 10B(1)(b) of the ESOS Act, TEQSA may vary or remove a condition imposed on the registration of a registered provider at any time. TEQSA will consider any application by a provider for variation or revocation of a condition.

On 19 June 2026, TEQSA:

• Approved, under section 10 of the Education Services for Overseas Students Act 2000 (ESOS Act), the registration of the Trident Institute Australia Pty Ltd (TIA). on the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS) for a period of 5 years until 18 June 2031.
• Imposed, under section 10B of the ESOS Act, one condition on the ESOS registration of the Trident Institute Australia Pty Ltd.

1. By 30 January 2028, Trident Institute Australia Pty Ltd (TIA) must engage a suitably qualified independent expert to undertake a review of TIA's first year of delivery to overseas students. The expert and terms of reference for this review must be approved by TEQSA's Director Re-registration and CRICOS Group. The terms of reference for the review must include, but is not limited to, an assessment of the effectiveness of the implementation of TIA's policies and procedures in ensuring:
   
   1. responsible recruitment of overseas students
   2. its education agents act ethically, honestly and in the best interests of overseas students
   3. adequate monitoring of academic progress and support for its overseas students
2. By 30 June 2028, TIA must provide TEQSA evidence with the independent expert review report and evidence of TIA's consideration of the report, and any actions taken in response to the report, by its governing body.
