Registration and Accreditation
Report on registration and accreditation of Australian Early Education Institute Pty Ltd
On 29 April 2026, TEQSA:
- granted, under section 21 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the application by Australian Early Education Institute Pty Ltd for registration in the Institute of Higher Education category, for a period of 5 years until 28 April 2031.
- accredited, under section 49 of the TEQSA Act, the application by Australian Early Education Institute Pty Ltd for the Graduate Diploma in Early Childhood, for a period of 5 years until 28 April 2031.
While TEQSA has registered and accredited the applications made by Australian Early Education Institute Pty Ltd, TEQSA retains ongoing concerns regarding Corporate Governance, Corporate Monitoring and Accountability, Risk Management and Academic Governance. To address these concerns, TEQSA imposed under section 32 of the TEQSA Act, the following conditions on Australian Early Education Institute Pty Ltd's registration:
Condition 1: Financial Viability and Sustainability
For the first 3 years, AEEI must report to TEQSA within 90 calendar days of the end of the annual financial reporting period (unless otherwise agreed to in writing by a Director of TEQSA's regulatory operations team) if any of the following events are reported to have occurred:
- The number of commencing and continuing students (international and domestic) and equivalent full time student load (EFTSL) falls below that projected in the sensitised forecast (submitted by AEEI in REQ09333 TEQSA Financial forecast template_Scenario 2 Sensitised Case_20260323 (WT)) by a margin of 10 per cent or greater.
- Any change (increase or decrease) in total shareholder funding as compared to the projected amounts contained in the sensitised forecast.
Where one or more of these events (listed in Condition 1 (i) or (ii)) occur, in its report to TEQSA, AEEI must include:
- measurable actions undertaken and planned that aim to sufficiently address the issues raised by the event/s within a reasonable timeframe
- supporting and governing body approved documents and evidence including, but not limited to, full set of management accounts, student enrolments and EFTSL numbers (actual and planned), updated marketing plan, business and financial plan, to substantiate effective management of financial viability and sustainability risks
- if AEEI has enrolled overseas students, evidence that it holds sufficient funds in a designated account to meet its obligations under section 29(3) of the Education Services for Overseas Students (ESOS) Act 2000
Condition 2: Governance Oversight
- On 30 October 2026, (unless otherwise agreed to in writing by a Director of TEQSA's regulatory operations team) AEEI must provide a report detailing how AEEI's institutional reset has progressed and how the Governing Council are assured that actions taken have been effective including ensuring:
- appropriate systems are in place to identify institutional and sector risks to its higher education operations
- the risk monitoring and mitigation activities undertaken are effective and treat the underlying cause(s) of the risks
- the reviews undertaken by AEEI consider if reporting arrangements are sufficient to enable governing bodies to be sufficiently informed to support oversight
- that it has implemented an appropriate self-review system and protocol to regularly assess the effectiveness of its governance operations
- that the Academic Senate is appropriately oversighting the delivery and enhancement of its course of study
Additionally, TEQSA imposed under section 53 of the TEQSA Act, the following condition on the accreditation of the Graduate Diploma in Early Childhood offered by Australian Early Education Institute Pty Ltd (AEEI):
Condition 1: Professional Accreditation
AEEI must not market or enrol any students in the Graduate Diploma in Early Childhood until the course has been professionally accredited by The Australian Children's Education and Care Quality Authority (ACECQA).
Main reasons for the decision
TEQSA made these decisions in light of risks that Australian Early Education Institute Pty Ltd may not meet, or continue to meet, the following provisions of the Higher Education Standards Framework (Threshold Standards) 2021:
- Section 6.1 of Part A, in relation to Corporate Governance
- Section 6.2 of Part A, in relation to risk management, financial viability and sustainability
- Sections 6.3.1, 1.1, 1.3, 1.4 and 3.1.5 in terms of Academic Governance, course design and professional accreditation.
Application to withdraw conditions
In accordance with section 32 of the TEQSA Act, TEQSA may vary or revoke a condition imposed on the registration of a higher education provider, either on its own initiative, or upon application by the provider for variation or revocation.
In accordance with section 53 of the TEQSA Act, TEQSA may vary or revoke a condition imposed on the accreditation of a course of study, either on its own initiative, or upon application by the provider for variation or revocation.
