Report on renewal of registration of Tabor College Incorporated

On 18 July 2023, TEQSA:

• renewed, under section 36 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the registration of Tabor College Incorporated in the category of Institute of Higher Education, for a period of seven years until 18 July 2030.
• imposed, under section 32 of the TEQSA Act, one condition on the registration of Tabor College Incorporated.

Condition 1: Corporate Governance

1. By 30 June 2025, Tabor College Incorporated (Tabor) must provide TEQSA with all reports arising from Tabor's HESF Compliance Review, and:
   
   1. evidence demonstrating that action plans, approved by the Board of Governors and Academic Board, have been developed for any recommendations made in the HESF Compliance Review reports. These plans should demonstrate Tabor is closely monitoring the implementation of any recommendations and assessing the effectiveness of such implementation. If Tabor decides to not implement any recommendation, the action plan should clearly articulate what alternative measures Tabor has undertaken and why this course of action was chosen in place of the recommendation.
   2. If any of the recommendations contained in the HESF Compliance Review reports have not been implemented by 30 June 2025, Tabor must provide TEQSA with updated action plans that meet the requirements wet out in clause a(i) of this condition by 30 June of each year of registration after 2025 unless or until TEQSA has affirmed in writing that Tabor has implemented all of the recommendations.
2. By 31 December 2024, Tabor must provide to TEQSA the Baird Course Profile Review report, including:
   
   1. evidence demonstrating that it has developed an action plan, approved by the Board of Governors and Academic Board, addressing each of the recommendations arising from the Baird Course Profile Review report. The evidence should include a timetabled implementation plan. If Tabor decides not to implement a recommendation, the action plan should clearly articulate what alternative measures Tabor has undertaken and why this course of action was chosen in place of the recommendation.
   2. If any of the recommendations have not been implemented by 31 December 2024, Tabor must provide TEQSA with updated actions plans that meet the requirements set out in clause b(i) of this condition by 30 June of each year of registration after 2024 unless or until TEQSA has affirmed in writing that Tabor has implemented all of the recommendations.

Main reasons for the decision

TEQSA made this decision on the basis that it was satisfied that Tabor College Incorporated continues to meet the applicable Standards of the Higher Education Standards Framework (Threshold Standards) 2021.

Report on the revocation and variation of conditions imposed on the registration of International Institute of Business and Technology (Australia) Pty Ltd

On 17 August 2023 TEQSA revoked, under section 32 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), Condition 1 imposed on the registration of the International Institute of Business and Technology (Australia) Pty Ltd [IIBT] on 21 November 2018.

On 17 August 2023 TEQSA varied, under section 32 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), Condition 3 also imposed on the registration of the International Institute of Business and Technology (Australia) Pty Ltd [IIBT] on 21 November 2018:

By 29 March 2024 IIBT will submit to TEQSA the following:

1. The current Strategic Plan for IIBT, which will include IIBT's future directions in higher education, its course profile, marketing strategy and student recruitment goals. It must also include quantifiable and qualifiable key performance targets and its timetable and metrics for monitoring progress in meeting its targets.
2. Evidence that IIBT has reviewed the previous Strategic Plan with an assessment of where and why IIBT has and has not been able to meet the previous targets and goals.
3. Evidence that the current Strategic Plan and assessment of the previous Strategic Plan have been considered and approved by IIBT's corporate governing body and is aligned with IIBT's current financial standing and projections as expressed in parts d) and e).
4. A financial forecast including a projected income and expenditure statement for academic year 2024 where enrolment projections align with the goals stated in part a).
5. A set of audited financial reports, including a balance sheet, and cash flow statement for the accounting period ending in 2023.

Main reasons for the revocation decision

TEQSA made the decision with regard to Condition 1 on the basis that it was satisfied that the condition is no longer necessary.

TEQSA made the decision with regard to Condition 3 on the basis that the reporting against required additional evidence and that the risks cited had yet to be fully addressed.

On 25 August 2023, a delegate of TEQSA renewed, under section 56 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the accreditation of the following course in teach out mode offered by ACPE Limited until 17 January 2026:

• Bachelor of Health and Movement (formerly Bachelor of Health and Movement (Sport))

No new enrolments are permitted in the above course.
