    Renewal of registration

    Report on renewal of registration of TAFE Queensland

    TEQSA has determined, under Section 36(1) of the TEQSA Act, that registration of TAFE Queensland as a higher education provider be renewed for a period of seven years to 21 August 2021 in the provider category of 'Higher Education Provider'. TEQSA has, under subsection 32(1) of the TEQSA Act, imposed two conditions on the registration of TAFE Queensland as a higher education provider.

    Condition 1:

    TAFE Queensland to offer the accredited courses only at the South Bank location.

    Condition 2:

    TAFE Queensland to provide a plan with timeline for the development and authorisation of academic and student-related policies and procedures and academic governance for higher education at TAFE Queensland, and to report on progress against the plan (including submission of the policies and procedures developed) with the first report due by the 31 December 2014 and then annually by 31 December until further notice.

    Background to Decision

    TAFE Queensland submitted an application for renewal of registration in the category of 'Higher Education Provider' under Section 35 of the Tertiary Education Quality and Standards Agency Act 2011 (the TEQSA Act). Subsection 36(4) of the TEQSA Act enables TEQSA to renew a provider's registration for a period not exceeding seven years.

    Main Reasons for Decision

    As part of the renewal of registration process, TEQSA assessed the application submitted by TAFE Queensland against the Threshold Standards. The scope of the assessment included only the South Bank site.

    TEQSA considers that the decision to apply conditions to TAFE Queensland's registration is consistent with the basic principles for regulation in Part 2 of the TEQSA Act. TAFE Queensland was established on 1 July 2013 as an overarching entity to oversee and operate Queensland's further education and training sector. Given the transitional nature of TAFE Queensland's governance framework and higher education operations, the provider is considered to be at risk of non-compliance with a number of Threshold Standards.

    • The broad issues which relate to TAFE Queensland's registration include the transitional nature of the provider's:

      a) corporate and academic governance arrangements; and

      b) academic and student-related policies and procedures.

    TEQSA considers that the risks of non-compliance with the Threshold Standards may affect TAFE Queensland's capacity to manage and deliver its higher education awards.

    On 8 July 2015 TEQSA, imposed under subsection 53(1) of the TEQSA Act, five conditions on the accreditation of the above courses of study.

    On 7 April 2016 TEQSA, varied under subsection 53(2) of the TEQSA Act, conditions 3 and 4 imposed on the accreditation of the above courses of study on 8 July 2015. The revised conditions are set out below.

    Condition 1:

    LCBA must provide a report, approved by its Academic Board, which reviews the learning outcomes for each subject for each course with the exception of two core subjects (Course codes: COMM101 and Basic Accounting Principles and Practice 101) and demonstrates the constructive alignment of learning outcomes with the assessment activities as provided with the applications. The report must include how the learning outcomes have been revised to align with the appropriate AQF level.

    Condition 2:

    LCBA must:

    1. engage an independent, external academic expert to review its reference lists for the courses, to provide a report on the extent to which the curriculum for the courses of study draws on a current body of knowledge, and to make recommendations about the nature of any changes required to those reading lists to ensure an appropriate level of currency.
    2. prior to engaging the academic expert, give TEQSA not less than seven days' notice of the expert LCBA proposes to engage and provide a short summary of the relevant expertise and experience of the nominated expert. TEQSA may notify LCBA that it is not satisfied that the nominated expert is appropriate, in which case TEQSA will provide a shortlist of no less than three suitable alternative experts. LCBA must engage one of the shortlisted alternatives to perform the review at (i).

This includes the criteria for determining whether those academic staff who do not have a qualification one AQF level above the course they teach have the professional experience that gives them the skills, knowledge and capacity to apply skills and knowledge equivalent to an AQF +1 qualification.

    Condition 4:

    LCBA must:

    1. engage an independent, external academic expert to provide a report on:

      a) the adequacy of the arrangements that LCBA will have in place to oversee and manage work integrated learning 'professional experience', including academic supervision of students at its delivery partner(s) delivery site(s) and

      b) the extent to which LCBA's academic oversight of its delivery partner(s) course management and co-ordination including moderation procedures will ensure consistent and appropriate assessment;

    2. prior to engaging the academic expert, give TEQSA not less than seven days' notice of the expert LCBA proposes to engage and provide a short summary of the relevant expertise and experience of the nominated expert. TEQSA may notify LCBA that it is not satisfied that the nominated expert is appropriate, in which case TEQSA will provide a shortlist of no less than three suitable alternative experts. LCBA must engage one of the shortlisted alternatives to perform the review at (i).
    3. provide TEQSA with a copy of the report and any recommendations by the academic expert, as well as a response to the report and recommendations endorsed by LCBA's Academic Board.

    Condition 5:

    LCBA must not recruit or enrol any students in the courses of study.

    The course accreditation covers delivery at all Australian sites.

    Main Reasons for the Decision

    TEQSA considers that the decision to apply conditions to Le Cordon Bleu Australia Pty Limited's application for accreditation of two courses of study is consistent with the basic principles for regulation in Part 2 of the TEQSA Act, as Le Cordon Bleu Australia Pty Limited is at risk of not complying with a number of the Threshold Standards. • Re-accreditation 14 May 2015 updated 24 June 2015

    Provider: Worldview Centre for Intercultural Studies

    Course: Bachelor of Cross-Cultural Ministry

    Renewal of course accreditation

    Report on renewal of accreditation of two higher education courses of study offered by Worldview Centre for Intercultural Studies

    On 14 May 2015 TEQSA decided, under subsection 56(1) of the Tertiary Education Quality and Standards Agency Act 2011 (the TEQSA Act), to reject applications by Worldview Centre for Intercultural Studies for renewal of accreditation of the following higher education courses of study:

    • Associate Degree in Cross-Cultural Ministry
    • Bachelor of Cross-Cultural Ministry

    On 24 June 2015, TEQSA decided, under section 57A of the TEQSA Act, to extend the accreditation period of the courses until 31 December 2015.

    Background to Decision

    Worldview Centre for Intercultural Studies submitted an application for renewal of accreditation of two courses of study under Section 55 of the TEQSA Act. Section 56 of the TEQSA Act enables TEQSA to renew a course of study's accreditation for a period not exceeding seven years if TEQSA is satisfied that the provider continues to meet the Threshold Standards.

    Main reasons for decision

    TEQSA made its decision on 14 May 2015 on the basis that it was not satisfied that the courses continue to meet the Threshold Standards. Specifically, TEQSA was not satisfied that Worldview Centre for Intercultural Studies' courses had:

    • course design which is appropriate and meets the Qualification Standards in accordance with requirements of the standards of section 1 of the Provider Course Accreditation Standards;
    • assessment which is effective and student learning outcomes are achieved in accordance with the requirements of the standards within section 5 of the Provider Course Accreditation Standards;
    • course monitoring, review and updating which are appropriately managed in accordance with the requirements of the standards within section 6 of the Provider Course Accreditation Standards.

    TEQSA made its decision on 24 June following discussions with Worldview Centre for Intercultural Studies and the on the basis that:

    • the extension of the accreditation of the courses would be in the interests of affected students; and
    • Worldview Centre for Intercultural Studies advised that if an extension of the accreditation of the courses was granted it would not apply to TEQSA for renewal of accreditation during the period of the extension or enroll students in the courses.
