Report on renewal of registration of Asia Pacific International College Pty Ltd
On 19 February 2025, TEQSA:
- renewed, under section 36 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the registration of provider legal name as an Institute of Higher Education, for a period of seven years until 5 March 2032.
- imposed, under section 32 of the TEQSA Act, one condition on the registration of Asia Pacific International College Pty Ltd.
Condition 1: Admission and Recruitment of Overseas Students
- By 31 December 2025, APIC must engage a suitably qualified independent expert/s to undertake a review of the effectiveness of APIC's processes and mechanisms for identifying, analysing, and responding to risks regarding the recruitment, admission, and support of overseas students. The expert and terms of reference for this review must be approved by TEQSA.
The review should assess the effectiveness of APIC's policies and procedures in ensuring it is:
- Recruiting responsibly and ensuring students are appropriately qualified for, and well-informed about, their chosen course of study
- Monitoring the performance of agents and taking prompt corrective action when it identifies misrepresentation or unethical conduct
- Implementing robust and holistic mechanisms for monitoring of student outcomes and performance and the adequacy of its support mechanisms for overseas students
- By 31 March 2026, APIC must provide TEQSA with:
- A copy of the completed expert review.
- Evidence that APIC's governing body has considered the review report; including any action plans to address or implement recommendations from the review.
- Evidence of progress towards implementing any agreed actions arising from the review.
Main reasons for the decision
TEQSA made these decisions in light of risks that Asia Pacific International College Pty Ltd may not meet, or continue to meet, the following provisions of the Higher Education Standards Framework (Threshold Standards) 2021:
- Section 6.1.3 and 6.2.1e of Part A, in relation to the recruitment and admissions of overseas students.
Application to withdraw conditions
In accordance with section 32 of the TEQSA Act, TEQSA may vary or revoke a condition imposed on the registration of a higher education provider, either on its own initiative, or upon application by the provider for variation or revocation.
