Report on extension of accreditation of two higher education courses of study offered by Holmes Institute Pty Ltd as Trustee for Holmes Institute Trust

On 13 November 2020, a delegate of TEQSA extended, under section 57A of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the accreditation of the following courses offered by Holmes Institute Pty Ltd as Trustee for Holmes Institute Trust:

• Bachelor of Business from 6 February 2021 to 5 August 2021
• Diploma in Business Management from 6 February 2021 to 5 August 2021

Main reasons for the decision

TEQSA made this decision in order to reduce the administrative burden of regulation for the provider in response to COVID-19 and its impact on the higher education sector. This decision is consistent with the principles set out in TEQSA's policy on extensions to the period of provider registration or course accreditation, including an assessment of risks associated with the extension.

Renewal of registration

Report on renewal of registration of Avondale College Limited and self-accrediting authority

TEQSA has determined, under Section 36(1) of the TEQSA Act, that registration of Avondale College Limited as a higher education provider be renewed for a period of seven years to 11 December 2021 in the provider category of 'Higher Education Provider.'

TEQSA has also determined, under subsection 41(1) of the TEQSA Act, that Avondale College Limited is authorised to self-accredit its courses of study.

Background to Decision

Avondale College Limited submitted an application for renewal of registration in the category of 'Higher Education Provider' under Section 35 of the Tertiary Education Quality and Standards Agency Act 2011 (the TEQSA Act). Subsection 36(4) of the TEQSA Act enables TEQSA to renew a provider's registration for a period not exceeding seven years.

Avondale College Limited submitted an application for self-accrediting authority under Section 41 of the TEQSA Act. Subsection 41(1) of the TEQSA Act enables TEQSA to authorise a registered provider to self-accredit one or more courses of study.

Main Reasons for Decision

As part of the renewal of registration process, TEQSA has assessed the application submitted by Avondale College Limited against the Threshold Standards. The scope of the assessment included all its Australian sites.

Avondale College Limited has demonstrated to TEQSA that it continues to meet the Threshold Standards and has met the criteria for self-accrediting authority.

Report on renewal of registration of Kaplan Higher Education Pty Ltd.

On 28 October 2020, TEQSA renewed, under section 36 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the registration of Kaplan Higher Education Pty Ltd in the category of Higher Education Provider, for a period of seven years until 28 October 2027.

Main reasons for the decision

TEQSA made this decision on the basis that it was satisfied that Kaplan Higher Education Pty Ltd continues to meet the Provider Registration and Course Accreditation Standards of the Higher Education Standards Framework (Threshold Standards) 2015.

TEQSA found that Kaplan Higher Education has demonstrated:

1. ongoing efforts to address quality assurance matters with evidence of improvement
2. a comprehensive approach to student support services and the welfare of students
3. effective engagement with professional and industry bodies, specifically relating to Kaplan Professional
4. educational policies and practices that support the participation of Aboriginal and Torres Strait Islander students in higher education
5. a commitment to preventing and responding to sexual assault and sexual harassment.

On 26 November 2020, a delegate of TEQSA accredited, under section 49 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the following course offered by Christian Heritage College, until 30 July 2024:

• Graduate Certificate in Counselling Studies.

TEQSA made this decision on the basis that it was satisfied that the course submitted by Christian Heritage College for accreditation meets the Provider Course Accreditation Standards of the Higher Education Standards Framework (Threshold Standards) 2015.

On 26 November 2020, a delegate of TEQSA accredited, under section 49 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), the following course offered by Christian Heritage College, until 31 December 2021:

• Undergraduate Certificate in Counselling Studies.

TEQSA made this decision on the basis that it was satisfied that the course submitted by Christian Heritage College for accreditation meets the Provider Course Accreditation Standards of the Higher Education Standards Framework (Threshold Standards) 2015.

On 24 November 2020, a delegate of TEQSA revoked, under section 32 of the Tertiary Education Quality and Standards Agency Act 2011 (TEQSA Act), Condition 1 and Condition 2 imposed on the registration of TAFE Queensland (refer public report of 21 August 2014).

Main reasons for the decision

TEQSA made this decision on the basis that it was satisfied that the risks associated with location of course delivery, academic governance and policy development have been satisfactorily mitigated and therefore, the conditions are no longer required.
