Overview

TEQSA’s organisational structure includes two Provider Assessment groups (the Assessment and Investigations Group and the Assurance Group) which are responsible for delivering TEQSA’s core business of undertaking regulatory assessments of applications for (re)registration and (re)accreditation from providers against the Higher Education Standards Framework. The groups have responsibility for the active case management of approved higher education providers covering all aspects of regulation and quality assurance. This position sits within the Assurance Group in the team charged with responsibility for reviews of topics that affect the entire sector.

The team has three projects at this time; Admissions Transparency, Sexual Assault and Sexual Harassment in the Higher Education Sector, and Academic Integrity (Contract Cheating). The focus may shift to other thematic areas of analysis over time. 

The Higher Education Standards Panel released its report Improving the Transparency of Higher Education Admissions in October 2016. TEQSA has been funded by the Australian Government to support the higher education sector to implement admissions transparency. TEQSA has also been funded by the Australian Government to undertake a national regulator role to deter and prosecute organised and commercial cheating offences in higher education, in cooperation with the states and territories. TEQSA will promote awareness and educate stakeholders. 

The Higher Education Standards Framework (Threshold Standards) 2015 includes a section on wellbeing and safety that requires providers to provide timely and accurate advice on access to student support services and to promote and foster a safe environment on campus and online. Student wellbeing and safety includes the prevention of sexual assault and sexual harassment, support for students affected by sexual assault and sexual harassment, governance, response, monitoring and reporting of incidents of sexual assault and sexual harassment.

The Position

The Senior Project Manager reports to the Assistant Director, Sector Assessment Team in the Assurance Group and will contribute to all of the team’s projects. 

In consultation with the Assistant Director, the Senior Project Manager will be responsible for undertaking detailed assessment and analysis of information presented by all registered providers. The team monitors and reports on sector progress, liaises with providers, and coordinates engagement with the sector on all of the team’s projects. 

The position involves high level research, writing, information and data analysis, managing relationships with, and providing support to, registered providers, contributes to the development of good practice and organising events. This position will involve some interstate travel.

Position Duties

  • Under general direction from the Assistant Director, implement projects as required for the Assurance Group
  • Undertake assessments of provider implementation of the recommendations of Higher Education Standards Panel or the Minister for Education (as relevant), consistent with the relevant higher education standards
  • Contribute to reporting to government and the community
  • Support the team in achieving project goals and milestones, including the development of a good practice guide for providers
  • Liaise regularly with case managers in the Assurance and Assessment and Investigations Groups to provide information about providers’ implementation of the projects
  • Build professional relationships with providers as well as other regulatory bodies, external experts and professional accreditation bodies and represent the Agency in established relationships and networks 
  • Prepare advice and recommendations for the Assistant Director on assessment, monitoring and other business processes and continuous improvement initiatives
  • Offer professional advice to providers on how TEQSA will assess their compliance with the higher education standards
  • Provide input into the development and review of business processes generally 
  • Monitor the operations of approved higher education providers and developments that may impact on their ability to meet the higher education standards
  • Contribute to the development and achievement of group and agency strategic objectives and plans
  • Other duties as required.

Selection Criteria

  1. Demonstrated ability to independently perform qualitative and quantitative research and analysis, and to make decisions that involve complex or escalated issues, longer-term planning and liaison with other sections on policy, project or operational issues.
  2. High level written and oral communication skills, including the ability to work independently to prepare high quality concise reports and briefs for presentation to decision makers, which require little or no revision before finalisation.
  3. Demonstrated capacity to build and manage relationships through effectively communicating with internal and external stakeholders, representing the agency, providing support, and anticipating and responding to their needs.
  4. The ability to quickly develop a detailed understanding of compliance with legislative, financial and administrative frameworks, government decision-making processes and agency guidelines and regulations and the aptitude to develop specialist, professional and/or technical expertise.  
  5. Demonstrated ability to assist in strategic planning, program and project management and/or policy development for the work area.
  6. Five years’ experience in research and writing concise reports and policy, including proven skills in Microsoft Word and Excel (Intermediate to advanced).

Qualifications

A tertiary qualification(s) is required and experience in higher education or government policy is preferred.

Eligibility

The successful applicant must:

  • be an Australian citizen, or, subject to approval of the Agency Head, hold the necessary visa and work permits appropriate to the employment;
  • satisfactorily complete a National Police Check; and
  • obtain and maintain an Australian Government Security clearance to Baseline or Negative Vetting Level 1 status, as required.

Failure to satisfy any of these conditions may result in the withdrawal of an offer of employment or termination of employment.

The Tertiary Education Quality and Standards Agency (TEQSA) is Australia’s independent national quality assurance and regulatory agency for higher education. TEQSA was established on 29 January 2012 under the Tertiary Education Quality and Standards Agency Act 2011.

TESQA takes a risk-based approach to planning and implementing its assessments of provider compliance with these standards.

All providers of higher education – universities and non-universities alike – that offer higher education qualifications in or from Australia, must be registered by TEQSA. Providers that do not have self-accrediting authority, which is virtually all of the non-university providers at present, must also, have their courses of study accredited by TEQSA.
