TEQSA

The Tertiary Education Quality and Standards Agency (TEQSA) is Australia’s independent national quality assurance and regulatory agency for higher education. TEQSA’s role is to ensure that quality standards are met and that the interests of students and the reputation of Australia’s higher education sector are promoted and protected. 

All providers of higher education – universities and non-universities alike – that offer higher education qualifications in or from Australia must be registered by TEQSA.  Providers that do not have self-accrediting authority, which is virtually all of the non-university providers, must also have their courses of study accredited by TEQSA.

Policy and Analysis Group

The Policy and Analysis Group is responsible for the management, development and improvement of TEQSA’s regulatory approaches, assessment frameworks and strategies, including quantitative and qualitative analysis. The Group also coordinates policy development, strategic projects, provider risk analysis, financial assessment of providers and the collection, storage and integration of sector data.  

Working closely with the Commissioners, CEO and Senior Management Team, the Group is responsible for providing information and analysis relevant for reporting against the Corporate Plan and Regulator Performance Framework, and information and analysis to support the quality, consistency and robustness of regulatory decisions. 

The position

The Information Management team lead the development and operation of TEQSA’s Information Management portfolio, including data and content management and delivery of data that is complete, current and accurate. The team is critical to TEQSA's ability to take a strategic and a risk based approach to its regulatory function. Importantly, the build and deliver value-adding capabilities in the data curation, data analytics, and data manipulation disciplines.

The Assistant Director, Information Management reports to the Director Policy and Analysis and leads the Information Management team.  The Assistant Director, Information Management is responsible for data collection and acquisition, management, reporting, analysis and input to data related policy for the agency. Responsibilities include responding to provider enquiries, administering data collections, preparing and delivering briefings and reports and responding to ad hoc data requests.

Key accountabilities

  • lead and manage a small team 
  • develop, implement and maintain systems for gathering and managing data used for a range of purposes including the identification and management of risks in the higher education sector 
  • the development and oversight of information governance standards and controls for IM system and data governance of provider collections
  • technical leadership of IM system – how to leverage data as a product for TEQSA, the sector and other external audiences.

Director Policy and Analysis

  • The Director Policy and Analysis is the conduit between the Assistant Director, Information Management and the Senior Management Team.
  • The Director Policy and Analysis is responsible for ensuring that the work of the Assistant Director, Information Management focusses on meeting TEQSA’s key objectives.

Business line managers generally and Engagement group managers in particular

  • The Assistant Director Information Management will need to use the systems and expertise of internal TEQSA stakeholders for the purpose of data collection and management.
Assistant Director Business Solutions and ICT
  • The Assistant Director Information Management will need to work closely with the Corporate group, in particular the Business Solutions and ICT team who have responsibility for the agencies technology infrastructure.

Policy and Analysis staff

  • The Assistant Director, Information Management will need to utilise Policy and Analysis staff for the purpose of the identification of key data sources.

External

 

Commonwealth Department of Education
  • The Assistant Director Information Management will need to work closely with the Department of Education to coordinate the acquisition, validation and integration of sector data.

  • The Assistant Director, Information Management will need to develop and maintain a network of key stakeholders in the higher education sector for the purpose of accessing key data sources.

Selection criteria

Essential

Please note that your responses to the selection criteria should be brief and not exceed 200 words per criteria.

  1. Strong technical skills and subject matter expertise in data collection, consolidation and analytics with a blend of business skills and service orientation to ensure IM team and systems meet TEQSA’s business needs and supports business processes.
  2. An understanding of the domestic and global higher education sector. 
  3.  A demonstrated ability to develop and maintain beneficial professional relationships including high-level communication skills, and the proven ability to influence, negotiate and achieve strategic outcomes.  
  4. People leadership capabilities including the ability to provide technical leadership and skills development of staff members.
  5. Demonstrated experience with business intelligence, data warehousing and enterprise content management systems and tools and the ability to pick up future state technologies with ease and provide input into future analytics architecture.

Desirable

It is preferred if the successful applicant has a relevant tertiary qualification(s) or significant relevant experience.

Eligibility

The successful applicant must:

  • be an Australian citizen
  • be able to obtain and maintain an Australian Government Security clearance to Baseline status.
